DISCOM: meaning in solar
DISCOM is short for distribution company, the utility that supplies electricity to consumers in an area and owns the local network and meters. For rooftop solar, the DISCOM handles the grid connection, installs or approves the net meter, and inspects the system before it counts as commissioned.

In more detail
Each state has its own DISCOMs, and each follows its state regulator's rules, so timelines and forms differ. The installer usually files the application, but the DISCOM decides.
Scheme subsidies are tied to the DISCOM steps: an installer may need to be registered with the DISCOM, and the subsidy is paid after the DISCOM confirms commissioning.
Where it shows up in the app
The subsidy note shown with a quotation says the subsidy needs a DISCOM-registered vendor and net metering, and advises confirming with the state nodal agency or DISCOM.
