PM Surya Ghar: the installer process, step by step
Under PM Surya Ghar the household applies on the national portal and chooses a registered vendor. The vendor installs after DISCOM approval, uploads the inspection documents and applies for the net meter. The DISCOM then approves the details and a commissioning certificate is generated. Confirm the current steps on the portal before you quote.

Who does what
The household registers on the national portal and applies for a rooftop system. The portal also helps with system size, a benefits calculator and vendor details, so a customer may arrive already informed.
The household then selects a vendor listed on the portal, and the two sign an agreement that covers the installation, the timelines and who maintains the system. The vendor does the work, and the DISCOM inspects and approves it.
The order of the work
The published sequence puts the DISCOM's approval before installation. After installation, the plant details are submitted on the portal and the net meter is requested. Once the meter is fitted and the DISCOM has inspected the plant, a commissioning certificate is obtained from the portal.
A quotation should follow this order, so that the customer is not asked to treat a stage as finished before the portal shows it.
- Application on the national portal and DISCOM approval.
- Installation by a registered vendor.
- Plant details submitted and net meter requested.
- Meter fitted and DISCOM inspection.
- Commissioning certificate, then the subsidy request through the portal.
Documents the portal asks for
One distribution company's procedure lists the documents uploaded for inspection approval: an inspection report, the DCR undertaking, a geo-tagged photo of the plant and the meter installation report. Another DISCOM may ask for more or word it differently, so read the procedure of the one that serves the site.
Decide in advance whether the vendor or the household uploads each document, and write it into the agreement.
What your quotation should say
Say who registers on the portal, who uploads each document, who requests the net meter and what happens if the DISCOM raises an objection. Describe the subsidy as an estimate, because the scheme sets the amount and the portal shows the current rules.
Name the module's make and model and say whether it is DCR, since the scheme conditions include it. The DCR guide explains the difference between that and ALMM listing.
Where this guide stops
This guide gives no amount and no timeline, because the scheme and each DISCOM set those and they change. It describes the order of work and leaves the live rules to the portal.
Step by step
Check the household's application
Confirm that the household has applied on the national portal and that the DISCOM has approved.
Agree the work in writing
Sign an agreement covering the installation, the timelines and who maintains the system.
Install and collect the documents
Complete the installation and gather the inspection report, the DCR undertaking, the geo-tagged photo and the meter report.
Submit the plant details
Upload the plant details and request the net meter through the portal.
Follow the inspection to commissioning
Support the DISCOM inspection and obtain the commissioning certificate from the portal.
Common mistakes
Installing before DISCOM approval
The published order puts approval before installation, so check the portal first.
Leaving the uploads unassigned
If neither side owns a document, the job stalls after installation.
Quoting a subsidy figure from memory
The scheme sets the amount and it changes, so read it from the portal and call it an estimate.
Assuming every DISCOM works the same way
Documents and forms differ by distribution company, so read the procedure of the one that serves the site.

Frequently asked questions
Who chooses the installer under PM Surya Ghar?
The household chooses from the vendors listed on the national portal. Distribution companies do not run a tender for the household's job.
Can I start installing before the DISCOM approves?
The published sequence puts approval first, so wait for it. Starting early can leave the household without a valid claim, and the portal shows the current rule.
Who uploads the inspection documents?
Either the vendor or the household can, according to the DISCOM's procedure. Settle it in the agreement so that nothing stalls after installation.
Does this guide tell me how much subsidy to quote?
No. It gives no amount, because the scheme sets it and it changes. Read the current figure on the portal or the subsidy pages and call it an estimate.
